Engine: 350 4bbl/281
Transmission: 700R4/4R70W
Axle/Gears: 9" rear/8.8" 4.10
what can a turned stock crank handle?
i am shooting for about 6500-7000 RPM and probably 425-450 fwhp.
do you think i will have any issues?

The power level is not too troubling to me, but the RPM range is. Hopefully we're talking about a factory FORGED crank, not a cast one.
A cast one might live at that RPM range for a while (I build street motors quite regularly with factory cast cranks that see occasional dragstrip runs into the higher RPMs) but you'd definitely be approaching the danger zone. If it's going to see those kind of RPMs for longer periods of time (road racing, dirt track) then you want a forged crank, period.

it wont see much street use so i am not as concerned there.

If it's more drag strip, then you would really want a good forged crank. If it were a daily drive car, I would say no problem. But with the loads on the crank that drag motors go through, I'm with Damon. Forged.
