engine clicks when acc is on?!?!

engine clicks when acc is on?!?!
when i turn on the acc power, strange clicking comes from around carb? any ideas?

thats supposed to happen. i questioned the same thing when i first got my qjet rebuilt. i dont remember the specific answer for why though
