2500 rpm idle

ok i have an 86 iroc 305 tpi, when i got the car it had an extremely low idle. so i adjusted the tps, and then i ran good, now when i start the car it decides its goin to idle at 2500 rpm. i can drive it around get it warm and drive around but it will still remain at the high idle. so i decided to pull off my throttle body and clean it up, the iac and tps are sappose to be new from the previous owner, so where do i go from here. other then vac. lines bad, but its intermittent, somedays it will idle perfect others it will idle at 2500 rpm and sometimes it will even be like 500 and surging. any ideas?? also would my cts have anything to do with this, because it seems to have alot of control on somethings.
