Frustrating Engine Problem

I'll spare everyone the novel that goes along with this question, but when I start my car which is a 92 3.1L, it goes right up to 1000rpm, then increases itself to 3000, then goes back down to 1000 again, and does the process all over again.

Also, as it's running, it makes a high whining noise like it has a supercharger on it.

My friend and I think that it's a vaccum leak that might be the problem (which is likely seeing as to how I trapped one of the plastic vacum lines under the lower plenum and torqued it down). I think that I am going to see if I can drive it to a shop today and have them figure out the problem. I'm really getting sick of working on this thing. I've stripped the engine down to the intake manifold several times now and I'm done unless someone thinks this might be an easy fix.

sounds like a vacuum to me too....but before you tear it all apart i'd spray around all the seams with starting fluid or carb cleaner......you'll def notice if it hits the spot with the bad gasket or vacuum leak.
