Crazy Problem

Ok, I have a 92RS 350 engine, 350c trasmission.

I've just rebuild the engine, had to change the flywheel because I suspected it was the problem. Basicly, I couldn't get it to crank, starter kept grinding, so I changed the flywheel, and after shimming it and putting a washer on one side, I could get it to crank perfectly. No I've bolted the tranny back up and bolted up the torque converter and bam, problems all over again, no matter how I shim it, I cant get it to catch consistantly. I've used tried my different brand new starters, full size, mini, high torque and gear reduction. I'm really thinking about just building another block for it but thats not cost efficent for me. Could the torque converter be bad or possible the block. Visable, the starter pad on the block looks ok, but I had a similar problem with this engine and the 700r4 tranny, but it was a quick fix, just had to add a washer on one side of the starter. Its a staggared bolt starter, 168 flywheel.

I still have the 700r4 torque converter, I've interchanged them before on my truck with a 350c tranny, and it works, so i'm contemplating putting it on the maro to see if the tc is infact the problem, I don't mind buying a new tc, just don't wanna throw any more money out he window than I have too. Any suggestions?

What's your starter-to-flywheel clearance?
