Need help TPI gurus, 305 is bogging

Engine: 5.7 HSR, 5.7 LS1
Transmission: 700r4, T56
Axle/Gears: 3.23, 3.42
Need help TPI gurus, 305 is bogging
ok, so my friend has a 1985 Iroc Z with the TPI 305, automatic. the car had been having trouble starting, it would buck back and forth when cruising at a constant speed, and it just didnt have any power. So so far we replaced:
-MAF sensor
-battery
-Spark plugs, wires and dizzy cap
-water pump
-fuel filter
-oil and filter
-o2 sensor
-MAF sensor burnoff relay
I got rid of most of the bucking by adjusting the torque converter lockup switch near the brake pedal, but it still kinda bucks when it changes gears if you are accelerating slowly, so would that be a TV cable issue?
Also, he checked the resistance on the injectors when the car was cold and they all read between 16.6-16.2, now we will be checking the resistance when the engine is hot. He also says that after driving around and running errands the car seems to bog when moving from a stop, he has to smash the accelerator to move the vehicle, and it does this till he gets above 20mph, than it runs like normal, also the SES light sometimes comes on, and the cars idle seems to stumble at stop lights, possible EGR valve issues, maybe TPS? any suggestions are appreciated guys

ok, so he checked the resistance of the injectors when the engine was still warm, and the resistance is constant on all injectors, just a little bit higher, any suggestions, or are we on the right track?

ok results are back on the fuel pressure with the engine off, 23psi, and after 15mins it dropped to 20psi, so is this a fuel pump going bad or the regulator going bad? NEED SUGGESTIONS
