Starter has 12V, not turning over

Car: 1992 Firebird Coupe
Engine: 357ci Carb
Transmission: 700r4
Axle/Gears: 3.73 posi, stock rear
Starter has 12V, not turning over
I removed my starter recently, and after reattaching it I can't get it to work. I am getting 12V at the + on the starter, and battery is also reading 12V. I know the battery is charged, and i have tested the starter outside of the car. I have also tried a second starter, just for grins.
When i turn the key forward, no voltage is dropping at the battery, aka no load. I have verified 12V at the starter, but maybe one of those fusebale links is broken. Not sure how to tell, or if this could even be my problem.
What would you guys do to troubleshoot? I have a voltmeter, I guess i could also try jumping the starter, but a little scary from underneath!

check the purple wire the small gage wire on the starter for 12 volts with the key turned to start if you have 0 on the volt meter check your neutral saftey switch.

Well i tried again, this time turning the key forward and back several times...finally it did try to turn over (horrible starter whine though, and didnt actually turn over).. Guessing i need to adjust the shims.
Either way, need to figure out why it is spordaic. Guess it could be the starter, but seems unlikely since I have tried 2, and both test fine outside of the car. Looks like two seperate issues
