Problem with my cruise control

Car: 1992 Pontiac Firebird Convertible
Engine: 5.0 TBI
Transmission: 700R4
Axle/Gears: 2.73
Problem with my cruise control
The problem I have is when I use it the car wants to rev then go out then rev then go out back and forth like its trying to maintain speed but can't. Its almost like when you have the cruise set and your going up a hill then when you go back down the hill the throttle gives out but in my case my cruise does this even when i'm driving on a flat road. What could this be?
