LS1 No Spark, weird problem need super intel

Hello

Please, I need help from someone with great knowledge and experience.

My 2000 LS1 formula will not spark at start up unless i jump the car with a booster. With a new battery, or battery out of my running 6.0 truck, the engine will crank and crank but will not spark unless i jump the battery with a booster (15 volts). It will not spark at 13 volts. It will start every time with booster hooked up. I can take the battery out and start my 6.0, and it has a good charge,this is also my second new battery.

I have good fuel pressure and have even changed the pump (waste)
I have changed crank sensor
I have changed cam sensor
With a spark tester, i can see no spark off coil wire until i flip the switch on booster and the volts get around 14.5 - 15. Then it will spark and start every time. I am thinking there may be a relay acting up or a wire that isnt carrying enough volts, so it takes more to get the required volts through. I have no codes when check with my actron scanner. If i knew the start sequence, i may understand the issue better.
