I know thats not a chevy block, first picture I found.
So you're turning the huge center bolt with the wrench, and rather than the damper pulling out, its spinning the damper and the crank together? Thats actually kind of normal.
What you're going to want to do is keep that crank still, one way to do it is take a huge wrench or the handle of a socket wrench, stick it through one of the holes in your flex plate, then as you turn the crank, it'll hit the bottom edge of your block and keep your crank from turning any more. Now that your crank is locked in place, you can crank down on that remover tool. Yes it will take a lot of muscle. And make sure that the three smaller bolts holding the tool to the balancer are long enough to go all the way through so you dont strip any threads, you might even want to put a nut on them from behind the balancer to reinforce it.
Mine was so stuck I almost tipped the engine stand over, but it did come off without any damage. I think I had to use a huge breaker bar, or maybe it was a wrench with a mallet.

yea the snow was fun not but if u have a neumatic impact try that to get the balancer off it will have less of a chance to turn over the hole crank assembly

i dont think its much broken off inside but its right at the tip of the hole so nothing wants to go in. holding the flywheel sounds easier

try to drill center then thread a screw in and try to either tighten it all the way in or screw it out, also heard of tack welding a bolt to the piece and letting it cool then take it out
