I am not sure what this is, first experience with this. one rocker doesn't move at all and one moves only but a quarter stroke. Any ideas?

If all your pushrods are strait and the rockers aren't over-tightened, you killed the cam. Your lifters probably took a crap and caused it.

so im looking at a new cam and lifters then? can I upgrade to a roller cam easily?

They make special lifters that will allow you to run a roller cam. I don't remember what they are called though and they are about $500 for a set.
Only way to tell what is wrong is to pull the intake manifold, check your rods and lifters. If the rods are strait than you gotta examine your lifters and check for ovaling/nicks/damage. I'm sure the lifters aren't looking very healthy if the rods are still good.
Improper break-in and lubrication are the number one causes for cam lobes to flatten on a rebuilt motor.
