Sounds like a VATS problem. IIRC, it can be jury rigged with a resistor or bypassed in the ECU. A search will likely turn up some good ideas.

Get a heavy gauge wire from a hardware store and run it from one of the starter's bolts to the negative battery terminal. The current has to travel back to the battery through the metal of the car. When cars corrode, the resistance increases and enough current can't get through. You might also try some battery terminal cleaner.
If it still doesn't crank, try bypassing the VATS. There are numerous threads on how to do that here. Basically, you stick a resistor on the orange wire on the underside of the steering column.
I'm pretty sure the ECM controls the amount of fuel the TB unit delivers into your engine via the twin injectors. "Modular Pulse" technology comes to mind... OH! You put a carbed 350 in it! Groovey! Try 1 and 2. You could also try hot wiring the starter by putting a 12v current across the solenoid.
Or you could just pull out the starter wiring and get a generic solenoid and wire up a new setup (Advisable! - though my dad's an electrical engineer and I do this crap all the time).
