best way to adjust lifter/valves

Car: 91 formula
Engine: 350 tpi
Transmission: auto
Axle/Gears: poss
best way to adjust lifter/valves
got it running . it sat for two years, im not sure if they put new lifters and stuff in it while they had motor apart. but i figured the lifters would pump themselves up well that aint happening. so wat the best /quickest way to do this?

I thought generally you soak each lifter I oil before you drop them in to help fill them.
What I've done in the past is use a tool that is basically like a distributer shaft that will spin the oil pump WITHOUT touching the cam gear. The top of the tool sticks out of the distributer hole and is attached to a drill. You take the valve covers off and watch for oil to weep out of all 16 pushrods. I remember I must of had one stubborn lifter because it took a long time for it only that one to prime.
