Do I need to go to a colder plug?

I pulled all my plugs out today and I'm definetly running rich, but the ground strap on all of them is white. All the way to where the strap is welded on to the plug. I saw on one site where the strap should be white only from the tip to about where it starts to bend down. I really want to start tuning the motor better. I'm going to re jet the carb tomorrow and put new plugs in it, but not sure if I should drop down a heat range. I'm running NGK plugs right now, heat range 6.
