Can't get idle below 1,000 rpms

Car: 1988 Firebird "Bertha"
Engine: 5.7 Liter TPI with minor mods
Transmission: 700r4
Axle/Gears: 2.73
Can't get idle below 1,000 rpms
Hey guys, need a little help here.
Now, my motor runs good doing everything, minus idling. I've had the idle set high for a while so I wouldn't have to deal with it, but now I am wanting to fix it.
I started with setting minimum idle with the iac..and when I went to turn the screw to set the idle..it was backed all the way out and my idle was just about dead even at 1k but holding steady. So I thought..hmm..i have heard a bad maf may cause a hi idle. I shut the car off and unplugged the maf only to have the idle go to 1500. Plugged it back in, and it went back down to 1k. So, I believe its good there. When the car does warm up and start to idle it jumps bad. it will go down to 650ish and then jump to 1100. Back and forth.
Im not really sure what to do.
I do have two things that are a little odd. My fuel pressure regulator is sounding bubbly. It sounds like someone is quietly blowing bubble in chocolate milk. That and my brand new pcv is noisy.
Not sure what to do.

This one is kind of obvious, but it doesnt always come to mind immediately, so dont be offended, but are all your vacuum lines connected? I've missed one or two of them on more than one occasion, just completely forgot about them and sat there scratching my head for a few minutes. Big vacuum leaks will definitely do what you're describing - been there done that.
Also this is a very, very long shot, but sometimes the HVAC controls in these cars start to fail, and cause vacuum leaks, though usually small. If you cant find a loose vacuum line, disconnect the vac line going to the firewall into the interior, and plug it and see if it makes a difference.

Well, I think that all the vacuum lines are hooked up, minus one. But I have it capped off. I'll will go check again though. I will also check out the hvac. Can't do it til this rain clears up though. Lol

Make sure your TPS is in range and take your IAC motor out and shoot it with brake or carb cleaner. Beyond that I would agree that it was a vaccum leak.
I am not familiar with an idle screw on a TPI motor, where is it located?

It is #70 on the diagram. Located in the throttle body

Alright. Well, yesterday after work I set minimum air. But, I couldn't get the tps set, as I don't have a digital volt meter. I do how ever have a co worker that is going to let me use his tomorrow. My question is when I adjust the tps, what do I do if the idle is too high? reset the iac again, or just set it via the idle screw without setting minimum air?
