89 RS won't start

Engine: L03
Transmission: Stock 700R4
Axle/Gears: Stock as far as I know. 2.73?
89 RS won't start

I have tried searching the forums and couldn't find a direct answer. When I turn the switchall power comes on for radio and fan and everything comes on. I try to start the car and nothing happens. I have got a new starter and still nothing. I've checked the fusible link on the passenger side, the starter relay inside the kick panel on drivers side. Battery connections are clean. Tried starting it from the starter and key on and still nothing. Their is also no security light that comes on. Battery is also good. I've tried two other batteries also. I am completely lost as to what to try next.

Check for 12v at the big wire on the starter (should be hot all the time).
Check for 12v at the small wire, only when cranking.
Check the ground wire to the block. The starter body should be grounded.

Checked those. All are good. Could it be something with the VATS since the security light isn't ever coming on?

Well if it has those then the engine should be cranking over when you turn the key.
Then its a bad starter.

It's a brand new starter that they tested before they sold it to me at O'Reilly Auto Parts. Tested it twice. So. It works. Just not on the car. I'll double check wires, again.
