The 84 already got all the V8 stuff attached to it
Or just save and get one with a 350 already in it in the long run youll save the most doing it that way

Find your self a 350 car already it will save you money in the long run. If I had to choose one of the two I would go with the 84.

The cheeeeeeeeeeeeepest car to build, is ALWAYS the one that's already closest to what you want.
It is RARELY the one that costs the least to buy.
It is ALMOST NEVER one that needs "everything", no matter how cheeeeeeeeeeeeep it is to buy it.
The best way to come out with the best finished product, is to start out with the best "core". In the case of these cars, that means, the top of the line for whatever year & model you want; with the most possible options, of the ones you want (not everybody wants t-tops for example); in the best possible condition.
Neither of the cars you mention fit the bill.
Go looking for a GTA or Formula or IROC or Z28 with the best 305 you could get in that year, and a 5-speed, in GOOD CONDITION.
You will spend about 3 to 4 times as much taking a POS and turning it into "good condition", as buying a car that's ALREDY in good condition.
The 84 is not "primed"; it's SPRAY BOMBED. Big difference. It still needs COMPLETE prep for painting, and additionally, it needs the layer of primer that somebody BOMBED onto it, stripped off so that you can see what's underneath.
Keep looking. That 84 is not the car for you. Neither is the one you have. Keep looking.

Id say the v8 5 speed
Then its already a v8 so swapping to a 350 will be easy
And its a stick already so if you want that eoute its aleady done. If you ever change your mind on transmission type its easier to go from stick to auto, then auto to stick
