Shop online for engine rebuild kits - see what they come with. That's a starting point. Once in there and so inclined the performance increase begins...

To me, 'fully rebuilt' means just that. You pull it down completely to bare block, clean, machine, replace, upgrade, fix whatever needs to be done, and you build it back up again.
Then again, one time an acquaintance showed me his 'rebuilt' motor - same as it was the day before but with a K&N filter on it... 'I rebuilt it mate'... the meaning's in the eye of the utterer I guess.

Rebuilt: It means you broke it down to the to the bare block and replaced the parts needing replaced.
Complete Rebuild: You broke it down to the bare block and heads machined both to get a clean surface to start with. Replaced every part with new parts.
