Couple pictures of the engine. The one of the engine in the car is before the victor jr. Im going to put that one back on the car this weekend to see if it cures my water in the oil problem

As in a 70s block?
IIRC, there's something on the block // heads for steam, but Idont recall
what to do with the holes. I don't think a head gasket will fo the trick by itself.

Those head gaskest go on dry, no sealer. I would also run a normal felpro gasket on this motor.
Are the heads drilled for steam holes?
Did yo have the machine shop psi test the block and or check it for cracks?? I dumped 4 509 blocks b4 I found a "good" one.
Also check your intake gaskets.

Re: sbc 406 sealing issues
Did you pull the heads for the cam swap?
If it wasn't leaking befor the cam swap it shouldn't be now unless there is some gasket material stuck and making it leak.
I see you are using head studs also. Those are a pain to seal up. Did you reapply thread sealer to the block threads??
I would ditch the head studs unless your planning forced induction down the road.
