high idle in cold weather

high idle in cold weather
hi i will give you a little info about the car first. 90 rs camaro, swapped in a supped up 350 and had the chip re tuned to the new motor. as well as a high preformance tbi. the past 4 months it has been idling high around 1800 rpms when it has warmed up and i am stitting at a stop light. and it mostly does this when it is cold out. like below 40 degrees F. whats going on? tried adjusting the idle screw in the tbi and i still cant get the rpms down. thanks

Does a TBI have a high idel adjustment? I assume it would be on the passenger side of the TBI.

Have you verified no vacuum leaks?

it does have an idle adjustment on the passengerside. and i have tried adjusting it. i havent checked for vacuum leaks, because it only does it in cold weather. and i havent had a proublem with it when i first bought it 3 years ago and it just randomly started it these past few months.
