HID Upgrade: Advice Needed

HID Upgrade: Advice Needed
Been looking at this 6000k HID kit on eBay:

I like these because of the black housings. Think they would look good on my car.
A couple things I'm not understanding. The kit includes all 4 housings but only the low beam lights. So I need to purchase an additional set of highbeam bulbs. Does that mean I also need 2 additional ballasts or can the included ones power both the high and low beams? I would like to retain the stock configuration of outer bulbs being low beams and both outer and inner for the high beams.
Also, do I need to change the harness to fit the new bulbs?

This one looks more complete however I would need to purchase 2 to do all 4 lights. 2+2 low beam and 2+2 high beam does sound nice though.
As for the adapter harness, I would be perfectly OK with cutting the 4656 pigtail off the stock harnesses and soldering the headlight wiring directly to the HID wiring if this is doable.

You're not going to want to use four low beam housings because they're crap for high beam/distance projection.
Generally speaking, each HID bulb has its own ballast. Those called "bi-xenon" where a single bulb does both high and low, has one ballast and the bulb runs full power all the time, but a little actuator in the bulb housing physically changes the position of the bulb, which changes the angle the light projects from the lamp housing, to give you high beam or low beam when you select it.
If you don't get the right stuff either you have crap for high beams or you blind everyone you meet.

How do I tell high/low beam housings apart?
