Tach problems

Tach problems
1991 rs factory tach , when I turn the key on it goes to zero but when I start turning the car over it jumps up to 4and 5 thousand and then Pegs out and stays there even when I turn the car off but when I turn the key back on it goes to zero , any ideas on what to check or do ? Thanks
