Setting Idle Stop Scew on TPI

Axle/Gears: 3.27
Setting Idle Stop Scew on TPI
Car has 58mm Holley Throttle Body. How do you set the idle stop screw and and at the same time adjust the TPS voltage?

The problem then is the butterflies on the throttle body are more or less open than they should be at start-up. Am I missing something?
