Idle surge when cold

Idle surge when cold
I have an idle surge and a intermitten miss (when holding a speed) that is noticably worse when it is cold. I currently have no SES codes, but I have once thrown an EGR code. I have checked TPS voltage and it is good. My research so far has led me to think its an issue with the IAC. I pulled the IAC to clean it and followed the directions from FAQ's thread. For the life of me I cannot get the pintel off. I have also seen a thread where you ground the ALDL once the IAC is removed from the throttle body to get the pintel to pop off. However when I do this nothing happens to my IAC. I believe i am supposed to hear a stepper motor in it, but i get nothing. It was pretty nasty when i pulled it and i wanted to get it completly apart to clean. Im thinking its completly dead, but i want to make sure it is getting the proper voltage from the harness. Here are the results I got when I tested the pigtail.
GB- green black stripe
GW-greeen white stripe
BW-light blue white stripe
BB- light blue black stripe
With ignition on
GB-11.56V
GW-.43V
BW-.45V
BB-11.5V
Ign on & ALDL grounded
-All of the wires were between 5.98-6V
Are these numbers good? Am I correct about IAC valve motor dead?

ok so i replaced the IAC today and it now idles alot better. I noticed other differences like easier start up and it shifts (manual) alot smoother. I still need a little more adjusting it is currently idleing at 950rpm smooth as a glass, but i do have a mild cam so when it will not run smooth at 650 rpm. Im goint to try to back it down to hopefully 750. I just started to stink up the house with exhaust fumes so I will finish tomorrow. However i still have studdering when under light throttle when cold OR if its hot and i turn it off for a couple minutes then go drive again. It only last for a couple of miles then it runs fine. Im thinking its the temp sensor. Ive read it can make the car do wacky things and can clear up when temp changes. Is there a test I can do to check and see if it is working right ohm's etc? I use an after market gauge with aftermarket sender so I really have no idea what the stock sensor is reading.
