Stock heads, stock cam.
Looking at upgrading to 1.6 roller rockers. Want the best for my money. Any suggestions?
Will I need to upgrade the springs and/or bolts at this time? Anything else I should upgrade?

Don't do that on stock cylinder heads. You'll put extra strain on your stock springs (if you don't upgrade), and if they've already got a lot of miles on them it's probably not going to bode well with you.
I've got 1.6's on my motor, but I also did it to push the needed lift numbers up towards the "sweet spot" on my cylinder heads. Having you buy new rockers is a waste of time and money currently. I suggest putting it elsewhere, because it's going to run you about $500 everything said and done and you're not going to see any real differences currently.

guys have said the roller rockers have woke their motors up. I've hear of 0.1 deceases on quarter mile times. I can upgrade the springs if you suggest a kit.

If you know another mod that should be performed at this time instead, plz share

I'd go with comp cams High Energy Aluminum Rockers. They're only $165 for the set. Meant to be used on mild/stock engines.

This kit appears to only be roller tipped, not full roller rockers. However, the price is right. Any inputs? It's for a corvette. I wonder if it will work on my L98

You'de gain a crapload more in a gear change, longtubes, or something equivilent... albeit not related, which will of course cost more money. It's all in how you throw your money down, though (which is why I'm telling you to save your coin).
Not to push you away from what you want, I just don't believe in replacing parts simply to say you "have an upgrade" when you realistically can't even tell the difference.

I would go with ultra pro magnums from comp cams..and if u stay with a small block in the future u can always switch them over to ur new motor .. I suggest going with these because ive seen brand new high dollar motors ruined with cheap rockers that are defective and fall off their studs..when they fall off the studs then the motors oil pressure drops and there goes the motor...u can also go with 7/16ths studs for more stability at high rpm...
I also want to say that everything i mentioned above is overkill for a stock setup ...BUT i like to plan... ahead with any build and overengineer just in case its needed in the future ... Springs wont be needed when going from 1.5 stock ratio to 1.6 rockers in a otherwise stock motor..
I also do videos on thirdgens..u can subscribe to my channel (free to subscribe) and u can get updated to future videos...below i attached a customers car where i installed and adjusted scorpion roller rockers for him....
