91 L98 TPI Camaro Stating Problem

So i just picked up a 91 camaro off craigslist for 500 dollars and a triple A tow home but its not starting. The battery in it is toast so i used the battery out of my crown vic which is 700 cca and you turn the key on and the fuel pump primes and you turn the key and the starter just clicks rapidly. It turns the motor about a degree and then clicks fast. Lights are bright and the battery load tested fine so i was wondering is it more likely that the starter is bad or the solenoid?
