1st question is where does this Vacuum line go?

On a 1989 iroc-z 5.7 where does the temperature sensor wiring come from the firewall I am unable to locate it

When I bought the car it did not have a Diverter valve installed someone removed when they installed the headers. Question is can I just reinstall a Diverter valve and block the ports off or just leave it removed? But I am pretty sure it causing the CEL.
