!!Not shifting into overdrive?? Hard time into 2nd and 3rd?

I recently bought an 89 RS V6, and when we were test driving it, the overdrive seemed to work fine. But now that I have been driving it for a few days it seems like the trans is having a little trouble shifting into second and third. BUT WILL NOT SHIFT INTO OVERDRIVE(60mph around 3500 rpm!)

But what will happen is it'll take a good 4000 rpm to shift from first to second, and sometimes with second to third, I need to just lower my rpm(coasting, neutral, etc) to at least 1500 and then it shifts.
The car had been sitting on and off, he started it and drove it every once in a while.
The trans fluid is pristine, he changed it three years ago and it still looks great.
Can ANYONE help??
