What would cause wet plugs ?

What would cause wet plugs ?
With a fuel gauge on my rail, it's registering at 38 psi while cranking. No start, so I pulled a few easy access plugs and they're wet as can be. Could the diaphragm in the regulator be bad ? The injectors are brand new Delphi's and don't have a 1,000 miles on them. I put a noid light on every injector and they show a nominal pulse on each one.

It cranks, no start. You got fuel. Your injectors are good. You have wet plugs, so the fuel is not igniting. Check coil, ICM, dizzy to make sure you have spark.

Pull the vacuum hose off the regulator, gas in line? You need a good hot spark, as in a bright blue/white arc that will jump a 1/2 inch gap and make a crisp "snap" sound. Just because you have spark doesn't mean it is "hot" enough to light the fire. HTH!
