Engine: Carbed 350
Transmission: TH350
What are these parts for?

I have a carbed 350 in my IROC and i am just cleaning the engine bay of unnecessary wires and stuff...

Both of these things look like they aren't connected to anything...A lot of loose wires and hoses.

I think one has to do something with cruise control and the other is for emissions?

Also where is the connector for underhood light, can't find it...

That does look like the actuator for the cruise control, but I've never had cruise control so can't confirm. The other thing is the charcoal canister for evaporative emissions.

That is the diaphragm for the cruise.

If there are a lot of lose hoses, I would think the engine would run like crap. The Black round charcoal canister has at least one vacuum line running to the intake manifold, which, if unconnected, would give you an intake vacuum leak. Check for a label on the top of the radiator for proper hose diagram.
The cruise control has a vacuum line going to the brake pedal assembly and a small line gong to tee. One side of the Tee goes to the vacuum reservoir that looks like a ball, the other side probably goes to a tee'd check valve. The other part of the Tee on the check valve goes to a EGR solenoid and the big side goes to the manifold. The check valve keeps vacuum in the reservoir when the engine is off. If these hoses are old and cracked then you will have a vacuum leak and the associated engine running problems.
The cruise control has a cable going to the throttle linkage and also some wires that connect to the cruise controller.

The one toward the top is the diaphragm for the cruise control.

The lower one is the evap canister.

Not hurting you in any way. The evap canister might even be HELPING you, especially if you park your car in enclosed spaces like a garage, or at least, would be if it was all working right.

Likewise, the cruise is one of the things that sets NICE cars that people LIKE (hint: members of the sex you would like to attract to yourself, whichever one(s) that might be), apart from hilljack baked bean cans that barely fulfill basic transportation needs, if even that.
