I cannot comment on Camaros, but for Firebirds 1991 was the first year to my knowledge. The steering wheel has the air bag and GM put the horn buttons on the side (I don't know how many times I have "gone for the center" in a traffic situation only to hit the airbag).
All 90-92 should have them. My 90 doesn't because the previous owner removed it but I can tell it had one because there are yellow connectors disconnected under my dash. (GM uses yellow connectors for all airbag related systems). I also have the INFL REST light.

I think 1990, as mentioned above, was an "option year", because I distinctly remember a friend buying a 1990 GTA because he wanted SD but not an air bag.

My car sometimes has 2 though, when my wife's riding with me...

I don't ever hit her though Glenn!!!!! Well not in public traffic anyway.

I owned a 1990 Trans Am and it did have an airbag. All 1990 cars had the 91-92 style interior. It was a very low production year (1000 Trans Ams, 1500 GTAs) because there was a strike at GM and it was the last year before the '91 face lift. 1990 was the first year that GM put airbags in its cars, and the F-body was the first car to get the airbag of all the model lines (or one of the very first). I read this in a Firebird history book I have.
On my Trans Am, the airbag was standard equipment. I would guess that other 1990s might not have them because they had not started putting in the airbags yet (ie a 1990 car built in early 1990).
Also the 1990 cars were actually built in 1989
