Won't start when I screw up sequence

1992 Camaro RS 305/5spd, computer removed converted to carb. Starts if I remember to push in clutch with trans in neutral. If I forget to put in neutral it doesn't turn over and won't turn over until it sits undisturbed for a few minutes and I do the sequence correctly. Is there a solution or do I put a sticky note on the dash?

I believe the short answer is to jump out the VATS starter enable relay .

You are a 1992 , so you have VATS .
You eliminated the ECM and went to carb , so no problem with the fuel side of VATS , but if the starter side wasn't addressed as per my short answer above , VATS could be killing the starter , depending on the degree of wiring bukake that was performed in the ECM removal .

If I remember correctly, there is what looks like a relay behind the drivers side kick panel. Is that what I jump out with a wire or cut it out and connect the wires?

If you have power door locks there are likely to be two relays in that area if I recall correctly . The relay you want it the one that has a fat yellow and a fat dark green wire as per this diagram (see "Starter enable relay" at the lower right hand side of the schematic) . Cut those two wires from the relay's connector and connect them together (preferred method being a soldered "western union splice" covered with heat shrinkable tubing in the appropriate size) and that will eliminate whats left of VATS .
