Weird stutter in park

Weird stutter in park
So I started my 1984 Z28 yesterday and noticed something strange. In idle in park if I go to rev it, it sputters like I’m doing a stall test on the converter and only lets it rev to about 3,000 RPM if even that high(tach doesn’t work anymore so that’s a guesstimate.) It never cleared up like it should’ve if it was flooded and wasn’t blowing any black smoke or even blue smoke at that. I’ve been suspect of the torque converter from the day I got it a few years ago but never looked further into it since it never gave me any trouble other than very slight signs of it going out every once in blue moon. I wouldn’t think the converter would cause this issue in park but I honestly have no other ideas simply because the motor was running perfectly fine a week ago and didn’t do this. Also this car went from daily driving for about 2 1/2 years to sitting so it also makes me think that may have something to do with it.
