Low Engine vaccum

Low Engine vaccum

I’m getting a steady reading of about 13.5 inches of vacuum which I know is low. What should a normal reading be? I put a comp cam in my1991 Z28. Could that affect vacuum readings?

For a stock '91 Z28 350, a steady reading somewhere between 18 to 22 in. -Hg.
