somebody told me i could just take this off and plug it up. first: is it BS? wouldnt that kinda mess up my computer? second:would this cause me to fail inspection(texas) third:how would i plug the holes in my exhaust manifold?

1) Yes and no to the first part, no to the second. See 2).
2) Yes, if by "inspection" you mean "emissions". If "emissions" is in fact what you mean, 1) is now "yes". If you don't have emissions inspection, then 1) would be no (and it wouldn't mess up your computer either), and 2) would be moot.
3) If 2) is "yes", you aren't going to do it, so don't worry. Since I don't know if that is true, the answer (if you're going to do it) is "brass plugs from the hardware store".
