I'm not sure about the CCC ones, but most (if not all) of the TPI cars and TBI cars have the rev limiter set to 10,000 rpm in the factory PROMs. Why? I have no idea......

the question ede was rev limiter, not speed limiter. on an LG4, the rev limiter is in the valvetrain and lack of airflow. it simply won't rev very high. not all third gens have a speed limiter just because of what speedo they came with. speed limiter was a later model issue, i believe starting in around 88 on select models. the method for speed limiting the older models was not allowing the shift into overdrive for auto's and manual transmission cars had no functional method at the time.

To answer the question, no a carbureted thirdgen does not have a rev limiter. Factory style rev limiters are usually fuel limiters--how would you do that on a carburetor? Even with the E4ME carb the best the computer could do would be to run the primaries full lean and mess with the timing. Not only would that not work, it would cause even more problems.
I don't think the factory setup in ANY thirdgen (well, except for the TTAs) is capable of emulating an MSD-style ignition-based limiter. AFAIK the ECMs can only control when the plug fires, and are not capable of making it not fire at all.
If you want a rev limiter, get an MSD-6AL (or equivalent) and install it. I have one on my 84, works great, and the computer has no idea it's even there.
