Can somebody identify the line?

I was cutting out floor on the passenger side and accidentally cut thru a metal line. No fluids leaked and car still started up. Does anybody know what this line is and maybe the best way to patch it?

that may be for the charcoal canister that would of been sitting in the passenger side battery tray

That does not look like a charcoal canister line. To me it looks more like a PS brake line. Brake lines are that small on the frame. Charcoal canister lines tend to be larger diameter.

Is there a reason why you cannot make any effort to follow the tube to where it goes? Seems like there could be an answer waiting there for you.

Brake lines go on the driver side and were recently replaced so they are new and shiny. This is passenger side and pretty rusty. Also, no fluid was leaking so definitely not a fuel or brake line. I don't have a lift and can barely squeeze under the car even if it is on the jack stands.

Get bigger (propper) jack stands, you'll need 'em and should have 'em anyways. I agree with QwkTrip.

Hardly anybody has a lift. We all use jack stands too.
If you don't have tall enough jack stands, then get yourself 4 jack stands that are tall enough.

I am 100% confident you will figure this out some day when you try.

Looks like that line runs up into the engine bay. No reason you can't follow it and learn the answer with a very small amount of effort. I'm certain it took more time to create your post about this than just follow the line. Your answer awaits.

The line is on the passenger side sort of inside the transmission/driveshaft hump. The cut out on the photo is where a passenger would have his left foot.

Its the line for the charcoal canister. It runs up the drivers side then crosses over to the passenger side just above the transmission bell housing. From there it runs along the passenger side frame rail to the charcoal canister.

I guess they changed a bunch of stuff over the years. The charcoal canister in my '83 is on the driver side...

You can. If you smog, the leak tester ( replaces the gas cap) may detect a leak. I used shrink tubing over a pinhole leak that failed, and it passed.
