The cam is a shaft with egg-shaped parts on it that push on the lifters (and push rods and rockers), which is how it opens and closes the valves. The amount that it opens them, and the relationship of their opening to piston motion, determines the engine's output vs. RPM curve. There are various limits to how far you can open the valves, and how fast; the result is a tradeoff between performance and reliability.
