Ok, so what are the guidlines forqualifing for the hot rod thing. I have a stock 91 RS V6, i am putting a V8 in my car, is that enought or will i have to get it stroked, ect. I am going to put an TPI from a 91 in my car, but i just dont want to worry about emissions, i live in PA if it helps, thanks

I'm not quite clear on your question, but I think you want to know if you can drop a V8 in AND still be emissions legal AND what else would you need to make it emissions legal. If I have right, you then need the V8, the TPI, the computer, harness, sensors, manifolds with air injection, and ALL other emissions related stuff from the donor vehicle for it to be technically legal.

I'm not sure about the "Hot Rod" exemption, since the laws vary from location to location. To my knowledge, there is no such provision in Illinois.
If you want to blow the sniffer clean, you should be able to do it with a TPI V-8. If you really want to confuse the guys at the test lane, after you perform the modifications, affix a new RPO label to your car, reflecting all the changes. You cannot legally change the VIN, but the RPO is regularly updated.
