I notcied the 82' zed has a better setup then the newer models, it has 2 dual mufflers instead of just the one.why did they drop that setup for the single?

That's probably the same set up that I had on my 83TA.
I think it was an option. A few years ago I couldn't get the i-pipe for it so we just welded it rather than replace the entire exhaust from the cat back.
It looks better than the single and it had not too bad of a sound for what it was but it's really restrictive insofar as the i-pipe is a bastard fit - splits in two and narrows down to nothing where it goes over the axle.

My 1982 Z-28 had this exhaust system. A muffler shop looked at it once while it was up on the hoist getting some brake work done, and the muffler guy mentioned to me "This is a stainless steel exhaust" pointing to the two muffler/tailpipe arrangement. He said he was surprised that GM put this type of exhaust on these cars early in their development. George could be right that it was an option, because I've seen plenty of these cars and so far mine was the only one I saw with this type of exhaust arrangement. The muffler guy kind of smiled and said "It's a good thing its in great shape, because my guess is these things are not cheap." The mufflers have the "AC" logo or some type of GM mark stamped into the casing as I recall, along with a part # on each muffler.
I really liked the look and sound of this exhaust. I do agree however, on a bigger engine than my 305 - or even a pretty well modded 305 - this exhaust does look to me like it might have been restrictive somewhat. I think my intermediate pipe (from the cat to the mufflers) was only 2 1/2" or so from the factory. It was ok for the stock LG4 though.
