I don't suggest trying to polish the Base itself. It is barely seen, and a nice clean job and some nice paint and that is all I would do. As for the runners I would get a dremel with the nice small buffing attatchment to get into those hard to reach spaces. Be carefull though you can burn marks into the metal if you use to much pressure. Let the tool do all the work. I have never personnally polished one of these types of plenums but I have polished alot of Harley parts and stuff. All turned out great.

I would recommend www.eastwoodcompany.com they have all the stuff you would need. (tapered sanding drumms, buffs etc) I would also recommend a air die grinder they cost about $20, of course that is if you have a compressor, but work much faster than a dremmel. I polished my manifold base, and I enjoyed doing it. However kaz is correct, you will not see alot of it once it is assembled, but I said what the heck and did it any way.
