What brand AFPR is this?

What brand AFPR is this?
I was thinking it was a holley unit, but I'm unsure. It came with it's own diaphragm, which was different at the top. Also, it doesn't have a screw on top, it's got a place that looks like it's made for an allen wrench.
I know holleys came with a Top piece that looks like a cover, that you can turn with your hand, but neither of these have this top piece.
If this is a holley, is there anyway around using it without that top piece?

If it is an AFPR and not just a stock piece, it looks like it'd be a Crane unit. I think the Crane is the one with an allen fitting down inside there for adjustment instead of the bolt on top.
