Well, minus the intake manifold for carbs, will the cam they're using work with a stock TPI setup/computer and still be emissions legal?

Well honestly those are some crappy heads to put on a crate motor. I wouldn't buy it, if you do pay the $150 for the Sportsman II heads, but even those are outdated. It doesn't give you enough info to determine if the cam will work with TPI and I'm not going to look it up so you need to find all the specs on it to be sure.

The first cam should be fine for TPI use but you'll have to burn a new chip. Don't believe their HP/TQ chart there, their numbers cross at the wrong place, it should be 4250 RPM where they cross.
