High idle at startup

I have a high idle at startup that goes anywhere from 2K-25K, and then gradually down to where it belongs. Happens every single time since I put all the TPI back together. I've triple checked all the vacuum lines and even replaced some that I thought may be the problem. Any other suggestions? IAC reset?

If so, lemme make sure I have the process straight. Put paper clip in A&B, turn key to ON for 30 seconds. Then disconnect IAC (with key still on?), then start the car (paper clip still in?). Then kill it and hook the IAC connector back up.

Insert paper clip, turn ignition on but do not start car, should hear fan running, wait 30 seconds, disconnect IAC, turn ignition off, remove paper clip, start car, adjust idle screw These are the steps as best as i can remember. -John

Ok I did the procedure and it started up PERFECTLY fine the first time after I was done. However, after that, it does the same thing.
