Car failed emissions AGAIN!!!

Engine: One sweet modified 355 TPI.

6.09____14.2 - Timing set to 8* BTDC with ESC disconnected
3.44____30.2 - New O2, Injectors, EGR, MAF, Vacume hoses, AFPR
I haven't mentioned this before, but the Knock sensor was replaced last June. I just thought I'd add that to the list.
So, I guess I still have to test the CTS, as well as replace the Harmonic Balancer as it looks shot. Chunks missing out of the rubber and all. Been looking around, anyone know of a good stock replacement? I've seen some on Summit for $70 or so, but is that the wrong application. Just OEM style here, not the expensive stuff!
You mentioned about my fuel system. What else is there to check and replace? Fuel Filter was done. The Fuel pressure is holding steady with the vacume line disconnected.
I suppose I'll check into the CTS. Thats located on the intake base near the water neck right? Or is it on the passenger side head?
I still say its gotta be timing right now. Because readings were lower before the third test, and all I changed after the 2nd test was the timing. It was reset to stock, and it caused the readings to triple!! Only good news for me is that now i can start to drive it again as it will be exempt from emissions testing soon. I just insured it as a classic car through State Farm. $9,000 agreed value with a 7,000mile/year limit. And its costing all of $80/6 months!!!!
