Combo help/opinions please

Just looking for some info/help on making a good choice. I'm looking for more power without going broke - read: CHEAPLY. I currently have '87 350 tpi, 3:27 gears, 2400 stall, headers, catback, basic bolt-ons; filter, airfoil, AFPR, pulleys, modded MAF sensor & plenum, crappy Hypertech thermo chip. And a mild "not right for the car" cam; 480/480, with 236/236. It's GM ZZ-1, or ZZ-2, depending on what literature you read. (I've seen it called both)
I want to keep the cam, it's in there now and paid for. (have no interest in buying another) I'dd like to spend as little as I can to get the best increase for the $ spent. (Read: TPIS miniram and the like are too much $) Currently toying with:
- Edelbrock base/runners, 52TB - nice & simple, kind of cheap, especially if used.
- Vortec heads, SD base, SLP/Edelbrock/?? runners - don't really want to go that far into engine, and bigger $, but...
- Any Ideas????
I currently have run best low 14's @ 99. I'm only looking to get into the 13's in 100's, reliably and cheaply. I know the stock base and/or runners are stopping me, but is the throttle body? (I have that foil - useless ???)
Any and all help/opinions are welcomed and appreciated. Thanks in advance.

Sorry for going on here...
I also thought of Holley Stealth Ram - cheap for what you get. Or wait and go Vortec heads and Holley stealth when it's availible for that. BUT, I have a 3 point STB and don't want to get rid of it, I'm too happy with my suspension set up right now. Holley won't allow that.

You know what my opinion is......

Vortec heads, SD base, cheapest runners you can get, re-use the factory throttle body. But, if you can get an Edelbrock or Accel base cheap, grab it. Then go for the cheapest runners you can get.
