IAC question (noises)?

IAC question (noises)?
I just swapped throttle body on my engine due to stripped TPS bolt. My engine won't start anymore. I try to adjust the AIC, but I'm confused with the sounds. When I jump A&B with the key on, the IAC keeps clicking. I can wait, but it doesn't stop. Is this correct?
Next, if I disconnect the IAC anyway and try to start the engine, it won't start. I adjust the idle screw and it doesn't help, but I'm not sure if I should keep adjusting the TPS at the same time as I adjust the idle screw. I see the idle screw is changing my TPS voltage. Do I adjust that later, or try to keep it at .54 during the whole process.
Sorry to ask IAC questions.

The IAC motor will continue stepping (clicking) as long as the jumper is in the ALDL and the power is on. Wait about 20 seconds for the IAC to fully step closed, then unplug it. TURN OFF the ignition, then REMOVE the jumper from the ALDL.
Then you can try to start the engine. You may need to add a little throttle via the foot pedal to get it running. Adjust the idle RPM to specifications first, then adjust the TPS voltage. Make sure you are not using the dash-mounted tach to set the minimum air RPM. It will never be correct.
Once you have the minimum air set correctly, stop the engine and reconnect the IAC and restart.
