Gas is Sticking?

When the car is off and i move the throttle it doesnt stick at all but when the car is on it sticks to about 2,000 RPM and stayes there till i tap the gas pedal and then it goes down, sometimes.
Is it the Idle air sensor or is it the Trottle position sensor?

had that with my old IROC and was told it's likely worn throttle body parts.. either the return spring or the plates where they rotate.. tired and can't think of what i am trying to say lol.
if you know someone that has a TPPI and doesn't have this problem, swap throttle bodies and see if it helps.

I had this problem and it was the spring on the bracket that closes the throttle blades. Instead of buying a new throttle body I just put in a springthat pulls the plate backwards. Kind of like how the carb guys do it. Only cost me $1 or so. And yes I know my explaination is really crappy. If I get a chance I will take a picture and email it to you.
