Pump or regulator

My 88 GTA is has been having a problem, when I put the petal to the floor or rev it much at all it bogs out, waits a couple of seconds and then revs up. Also when I start it the fuel pressure is way down, 28 psi to be specific, and then it gradually raises. The fuel filter has been changed and I'm just wondering if I have to change the fuel pump or the fuel pressure regulator next .

Fuel pump is on its way out.
Is your regulator original or aftermarket ? Do you see any visible leaking around your fuel regulator.

You apparently have a pressure gauge connected. That's going to help a lot. If the pressure is low, try pinching the fuel return line. If the regulator is leaking through, the pressure should increase when the line is pinched. If the fuel pump is not making adequate pressure, the pressure won't change.

When the return line is closed the pressure jumped up to around 44psi, when i released it droped down to about the 20psi mark. So the regulators gunna go, and I'll post again after, and hopefully the problem will be fixed.

I'd say that this is a fuel pump issue. Yes, the regulator is leaking a little, but the fuel pressure should go much higher then 44 psi with the return pinched off.

The stock pressure with the vacuum line off and the engine running is 43.5 to 47.5 psi. Dead headed the fuel pressure should go to the 70 or 80 psi range (or higher?).

When you key your ignition to on is your fuel pressure stable how long does it take to bleed down if any ?

Yes, a pump operating at normal voltage should produce more than 44 PSIG when the return line is closed - provided it is fully closed. Are you certain it was not leaking anything back to the tank? You may have to remove the return line and cap it to be sure. If the pump doesn't make at least 47-50 pounds with a completely closed return (truly dead-headed) it may be time for a new pump.

I have a new ragulator, but due to the Canadian winter i need to wait for a good day to put it in and check any other possibilities like plug the return line. Hopefully sometime soon I will actually get to do some work.
