I Need Interpretation Help...

I Need Interpretation Help...
I have an AutoXray 4000, and I hooked it up to my ALDL to get a feel for what's happening as I drive. My observations were all in closed loop at both highway speed (70 mph) and normal city driving (45 mph). I do want to state that I know I'm not actually "datalogging" or doing anything of any real scientific value, I just need a couple opinions as to what I saw and may need to do. I DO want the car to be in top-tune before I bolt on new cats and intake components.
First thing I noticed was my O2 Sensor did not give me a steady reading, It fluctuated to the point of unintelligible output the whole time. I think I need to be between 450 and 500 milivolts but couldn't get a fix. Does this tell me I may have a faulty O2?
The Block Learn was w/in 128 +/- 6 and the INT was the same, this is good right?
My biggest question was the Spark Advance. I have yet to set the timing (in the next couple weeks, 6*- 8* base, right?) on this engine. Just found out the guy who put this engine in din't set the timing. SO, if you'll notice my setup in my sig.....my reading showed I had 39.5* full advance at both city & highway speeds. That seems a bit high. At idle, the reading was in the mid 20*'s, that too seems a bit high unless that measurement on the AX doesn't account for base timing. I only had 11 knock counts and the most retard I saw was 1*. Is my rig way out of wack?
Any help here would be appreciated, cause I'm a little lost (obviously)

edit: oops, I meant for this to go on the Gen Engine board, I'm so used to reading the TPI board...sorry mods.

Follow Up Question
I got a timing gun today and I'm gonna time this puppy, eventually. There are a couple sets of instruction on where the positive and negative clamps go; how do you guys SAFELY hook them up? I got the inductive thing on #1 wire.
Also, I saw I have a chalk mark already on my balancer. It is sitting on 0 right now, does the engine stop on #1 TDC every time it shuts down or is this a fluke? Does this mean I actually have ZERO degrees base? And why did my AutoXray tell me I was running 39.9 degrees spark advance? If I set base to b/t 6-8, won't this create a bad timing advance? (like 45*-47*)
I don't know if it means anything or not, but my dis cap/#1 terminal is just left (looking at it from the nose of the car) of center..is this of any value to me?
